Samenvatting
Op verzoek van de Inspectie Leefomgeving en Transport (ILT) heeft het RIVM een globale analyse gemaakt van de oplosmiddelenketen in Nederland. De inventarisatie is gericht op fabrikanten, importeurs en distributeurs, en degenen die verwante producten samenstellen (formuleerders) in branches die met oplosmiddelen werken. De nadruk ligt hierbij op de grotere ondernemingen. Er blijken in Nederland ongeveer 165 fabrikanten, 3400 importeurs en distributeurs en 420 formuleerders te zijn in dergelijke branches. Daarnaast zijn gegevens over 114 frequent gebruikte oplosmiddelen verzameld: fysisch-chemische eigenschappen zijn vermeld evenals een duiding van het gevaar dat ze kunnen vormen voor het milieu. Ten slotte is bekeken voor welke stoffen specifieke regels gelden vanuit internationale kaders. Dit blijkt voor 28 van de 114 geïventariseerde oplosmiddelen het geval te zijn. Negen stoffen hiervan staan op een lijst van gevaarlijke stoffen waarvoor beperkingen gelden in de Europese Unie (bijlage XVII van de REACH-verordening). De inventarisatie van de bedrijven is gedaan op basis van CBS-data. Aangezien hierin geen categorie 'oplosmiddelen' bestaat, zijn de aantallen fabrikanten, distributeurs en formuleerders geschat op basis van relevante categoriën, zoals chemische industrie, aardolieraffinaderij, verf en kunststoffen. De lijst is daardoor verkennend van aard en biedt handvatten voor nadere specificaties.
Abstract
At the request of the Dutch Human Environment and Transport Inspectorate (ILT), RIVM has made a general analysis of the chain of solvents in the Netherlands. The inventory was aimed at producers, importers and distributors, and facilities that compose related products (formulators) in branches working with solvents. The emphasis is on relatively large companies. In the Netherlands, this amounts to around 165 producers, 3400 importers and distributors, and 420 formulators in such branches. In addition, data on 114 frequently used solvents were collected. Their physiochemical properties are described, as well as an indication of the hazard they may pose to the environment. Finally, the substances were examined to determine which of them would be subject to specific international regulation. From the 114 inventoried solvents, this appeared to be the case for 28 of them. Nine substances of the 28 are listed as hazardous substances for which restrictions are in force within the European Union (see Appendix XVII of the REACH Regulation). The inventory of companies was conducted on the basis of data from Statistics Netherlands (CBS). As these data did not have a 'solvents' category, the numbers of producers, distributors and formulators were estimated on the basis of relevant categories, such as chemical industry, oil refineries, paints and synthetics. Therefore, the list has an exploratory nature and provides information for further specification.
