Samenvatting
De Zorgbalans brengt met behulp van 125 indicatoren op hoofdlijnen de prestaties van de Nederlandse gezondheidszorg in beeld. Enkele voorbeelden zijn: vóórkomen van ziekenhuisinfecties, bereikbaarheid huisartsen, ligduur in ziekenhuizen en ontwikkelingen in zorguitgaven. Dit rapport beschrijft de indicatoren en de keuzes die daaraan ten grondslag liggen. Kwaliteit, toegankelijkheid en betaalbaarheid van zorg: De Zorgbalans is het resultaat van een afweging tussen wetenschappelijk onderzoek, beleidsdoelstellingen en praktische mogelijkheden om gebruik te maken van gegevens. Aan de 125 indicatoren ligt een grote hoeveelheid gegevens ten grondslag uit veel en diverse bronnen, zoals jaarverslagen en diverse registraties van zorgaanbieders, en enquêtes onder zorggebruikers. De drie hoofdthema's zijn: kwaliteit, toegankelijkheid en betaalbaarheid van zorg. Het RIVM vergelijkt de gegevens over prestaties met eerdere meetmomenten, cijfers uit andere landen, beleidsnormen en tussen organisaties. Dit maakt het gemakkelijker om er beleidsrelevante conclusies uit te trekken: is er een positieve trend of een negatieve? Doet Nederland het beter of juist slechter dan andere landen? En wordt voldaan aan beleidsnormen? Relatie tot andere producten: Verder wordt beschreven hoe de Zorgbalans zich verhoudt tot andere publicaties over de gezondheidszorg en hoe deze is ingebed in de nationale en internationale onderzoekswereld. Vooral de afstemming met de Volksgezondheid Toekomst Verkenningen (VTV) van het RIVM en de wijze waarop deze twee producten elkaar aanvullen en versterken, komen uitvoerig aan bod. Het RIVM maakt de Zorgbalans in opdracht van het ministerie van VWS en is bestemd voor beleidsmakers en voor anderen die willen weten hoe het zorgsysteem presteert. De Zorgbalans verschijnt sinds 2006 elke twee jaar. Vanaf 2011 worden twee maal per jaar actuele gegevens via de website gepresenteerd, en verschijnt eens in de vier jaar een rapport. Het eerstvolgende rapport verschijnt in 2014.
Abstract
The Dutch Health Care Performance Report (DHCPR) monitors the performance of Dutch health care using 125 indicators. Such indicators include hospitalacquired infections, access to general practitioners, length of hospital stay, and trends in health care expenditure. This report describes the criteria for and the process of indicator selection.
Quality, accessibility and affordability of care:
The DHCPR is the result of balancing the scientific state of the art, policy objectives and actual possibilities of the use of data. The set of indicators used is based on a large amount of data from many different sources, such as annual reports, patient surveys and care provider registries. The three major themes correspond to the three system goals of the policy of the Ministry of Health, Welfare and Sport: quality, accessibility and affordability of care.
In the DHCPR performance figures are compared to the figures of previous years, other countries, policy standards and if possible between health care providers. This enables us to draw policy relevant conclusions: Is it possible to identify a positive (or negative) trend? How does Dutch health care performance compare to other countries? And, does Dutch health care performance meet policy standards?
Dutch Health Care Performance Report and other RIVM products:
This report also describes how the DHCPR compares to other RIVM products and how it is embedded in the national and international research communities. Especially the relation between the DHCPR and the Health Status and Forecast report is extensively discussed, in particular the ways in which the two products are complementary and mutually reinforcing.
The Ministry of Health, Welfare and Sport has commissioned RIVM to produce the DHCPR. The DHCPR is made for policy makers and for anyone who wants to know how the Dutch health system performs. The DHCPR was published three times, in 2006, 2008 and 2010. From 2011 information will be updated twice a year on the website www.gezondheidsZorgbalans.nl. Starting in 2014 the report will be published once every four years. The reports are also published in English, see http://www.healthcareperformance.nl/.
