Samenvatting
Het ministerie van VWS (Ministerie van Volksgezondheid, Welzijn en Sport) en het RIVM werken samen aan een strategie om te zorgen dat de bevolkingsonderzoeken naar kanker en pre- en neonatale screenings voorbereid zijn op de toekomst. Dit heet de Ontwikkelagenda: een routekaart met projecten, gekoppeld aan ambities van VWS. Het doel van de Ontwikkelagenda is om effectief en proactief in te spelen op innovaties en ontwikkelingen in de toekomst.
Het RIVM geeft in deze Beschouwing inzichten en aanbevelingen voor de toekomst; als voorbereiding op de Ontwikkelagenda. Uitgangspunt is dat de kwaliteit van de bevolkingsonderzoeken en screenings hoog blijft. Daarnaast is het belangrijk dat alle betrokken partijen zo goed mogelijk samenwerken om snel en effectief in te kunnen spelen op nieuwe ontwikkelingen.
Het is daarom belangrijk actief zicht te hebben en te houden op ontwikkelingen. Dan kan de organisatie van de bevolkingsonderzoeken en screenings goed inspelen op bedreigingen, zoals personeelstekorten en cyberaanvallen. Tegelijkertijd is het belangrijk kansen te benutten, zoals technologische ontwikkelingen en screenings op maat aanbieden. Technologische ontwikkelingen maken het mogelijk om aandoeningen in een vroeg stadium op te sporen en zo de kans om te genezen te vergroten. Als voorbeeld van screening op maat worden personen die een grotere kans hebben kanker te krijgen vaker uitgenodigd. Bij screening op maat zijn de (gezondheids-)voordelen groter en de nadelen kleiner. Ook is het kostenefficiënter.
Een heldere visie op preventie is belangrijk om doordachte keuzes te maken voor de toekomst van de bevolkingsonderzoeken en screenings. Ook is het belangrijk vernieuwingen snel te kunnen invoeren. Verder is meer en gerichter onderzoek nodig waarbij onderzoek en de haalbaarheid in de praktijk zo veel mogelijk op elkaar aansluiten.
Abstract
The Ministry of Health, Welfare and Sport (VWS) and RIVM are working together on a strategy to ensure that population screening, prenatal screening and newborn screening are future-proof. This is called the Development Agenda: a road map with projects linked to VWS ambitions. The purpose of the Development Agenda is to respond effectively and proactively to future innovations and developments.
In this analysis, RIVM provides insights and recommendations for the future in preparation for the Development Agenda. The starting point is to maintain the high quality of population screening, prenatal and newborn screening programmes. In addition, it is essential that all parties involved work together as closely as possible to respond quickly and effectively to new developments.
It is therefore important to keep an active eye on developments. This will allow the organisers of population, prenatal and newborn screening to respond well to threats such as an staff shortages and cyber attacks. At the same time, it is important to seize opportunities, such as technological developments and tailored population screening. Technological developments make it possible to detect diseases at an early stage, thus increasing the chances of a cure. As an example of tailored population screening: individuals who are more likely to develop cancer are invited more often. The (health-)benefits offered by tailored screening are greater and the disadvantages smaller. It is also more cost-effective.
In addition, a clear prevention strategy is needed to make thoughtful choices for the future of population screening, prenatal and newborn screening programmes. It is also important to be able to introduce innovations quickly. Finally, more research, with a stronger focus, is required, aligning research and practical feasibility as much as possible.
