Samenvatting

Milieuprestatie als uitgangspunt om de circulariteit in de bouwsector te bepalen. In Nederland werken de overheid en het bedrijfsleven samen aan een circulaire economie, gericht op het hergebruik van producten en grondstoffen. De bouwsector kan een belangrijke bijdrage leveren aan een circulaire economie. Op dit moment wordt in de bouwsector een methode gebruikt om de zogeheten milieuprestatie van bouwwerken in de grond-, weg- en waterbouw (gebouwen, bruggen, viaducten en dergelijke) te meten. Dat houdt in dat gemeten wordt welke effecten die bouwmaterialen of gebouwen op het milieu hebben. Deze milieuprestatie wordt onder andere gebruikt als criterium bij aanbestedingen in de bouw. Het RIVM heeft onderzocht welke aanpassingen nodig zijn om de huidige meetmethode om de milieuprestatie te bepalen meer te laten bijdragen aan een circulaire economie. Dit onderzoek is uitgevoerd in verband met het Rijksbrede programma Circulaire Economie 'Nederland circulair in 2050'. Het is belangrijk om al bij het ontwerp na te denken over hoe grondstoffen en bouwmaterialen beter hergebruikt of gerecycled kunnen worden. Volgens experts is de huidige methode onvoldoende geschikt om circulaire ontwerpstrategieën in de bouw te realiseren. Om de methode te verbeteren is het van belang is om op een juiste manier in te schatten of nieuwe technieken de beloofde voordelen echt waar kunnen maken. Het gaat dan om technieken in het ontwerp van een bouwwerk, maar ook over de manier waarop wordt gesloopt en het materiaal daarna wordt hergebruikt. Verder wordt aanbevolen aan te sluiten bij huidige methodologische vernieuwingen op dit gebied. Een verbeterde methode om de milieuprestatie te berekenen maakt het mogelijk om beter te kunnen afwegen welke ontwerpen en technieken nodig zijn om hergebruik en recycling te optimaliseren.

Environmental performance as the starting point to determine circularity in the construction industry
In the Netherlands, the government and the business community work together to create a circular economy, aimed at reusing products and raw materials. The construction industry can make a significant contribution to the circular economy. It is currently using a method to measure the environmental performance of engineering structures (buildings, bridges, viaducts and the like). This includes measuring the effects of these building materials or buildings on the environment. This environmental performance is used as a criterion for construction procurement.

RIVM examined which adjustments are needed in the current measuring method to determine how environmental performance can make a greater contribution to a circular economy. This research was carried out in connection with the government-wide programme 'A Circular Economy in the Netherlands by 2050'. It is important to start thinking about how reusing and recycling raw materials and construction materials can be improved. Experts believe that the current method is insufficient in achieving circular design strategies in construction. In order to improve the method, it is important to properly assess whether new techniques can actually achieve the promised benefits. These involve techniques in the design of a building, but also how it is demolished and how the materials are then reused. It is also recommended to link up with current methodological innovations in this area.

An improved method of calculating environmental performance makes it possible to better assess which designs and techniques are needed to optimise reuse and recycling.
