Samenvatting

Het RIVM heeft geƫvalueerd hoe in Nederland nieuwe verontreinigende stoffen in de bronnen van drinkwater worden aangepakt. Vaak is over deze stoffen nog weinig informatie beschikbaar om te beoordelen welke concentratie in drinkwater veilig is. Daarom wordt uit voorzorg voor al deze stoffen een lage concentratie (1 microgram per liter) aangehouden, als 'signaleringsparameter voor antropogene stoffen'. Boven deze concentratie moet worden onderzocht wat de effecten ervan op de kwaliteit van het drinkwater zijn. De huidige signaleringsparameter blijkt voor de meeste nieuwe stoffen veilig te zijn. Voor een beperkt aantal zeer schadelijke stoffen is een strengere waarde nodig. Om tijdig maatregelen te kunnen nemen is het daarom belangrijk om de concentraties van mogelijke risicostoffen in de hele drinkwaterketen (van bron tot tap) nauwgezet te volgen. De Nederlandse drinkwaterbedrijven doen dit ook. Ze meten de kwaliteit van de drinkwaterbronnen en het drinkwater zeer uitgebreid en werken continu aan mogelijke verbeteringen. Hoewel de huidige aanpak in principe voldoet, reikt het RIVM twee andere mogelijkheden aan, met enkele voor- en nadelen ervan. Bij de ene optie wordt de signaleringsparameter voor alle stoffen strenger en verlaagd naar 0,1 microgram per liter, zowel voor het drinkwater als voor de bronnen. Bij de andere optie blijft de huidige waarde behouden voor oppervlaktewaterbronnen en wordt de waarde voor zowel drinkwater als grondwaterbronnen aangescherpt naar 0,1 microgram per liter. Het RIVM beveelt aan om de maatschappelijke haalbaarheid van de verschillende opties in beeld te brengen (betaalbaarheid en uitvoerbaarheid). Ook wordt aanbevolen om de informatie over de schadelijke effecten van stoffen in drinkwater beter toegankelijk te maken voor waterbeheerders. Bij alle opties blijft het belangrijk om de concentraties van nieuwe risicostoffen van bron tot tap nauwgezet te monitoren. Dit technische onderzoek is onderdeel van de structurele aanpak die het Ministerie van Infrastructuur en Milieu (IenM) aan het opzetten is om beter met nieuwe stoffen om te kunnen gaan.

Abstract

RIVM evaluated how the Netherlands deals with emerging contaminants in the sources of drinking water. For emerging contaminants information is often limited in order to assess which concentration in drinking water is safe. For precautionary reasons therefore a low concentration (1 microgram per liter) is used as a so called signaling or trigger value for anthropogenic substances. When this value is exceeded, an assessment of the possible effects for the quality of drinking water must be performed.

The current signaling parameter is safe for most emerging contaminants. For a limited amount of hazardous contaminants a stricter value would be necessary. In order to take preventive actions, therefore it is necessary to monitor possible hazardous contaminants through the water supply chain (from source through the point of consumption). The Dutch drinking water companies already perform such an extended operational monitoring and management of their (sources of) drinking water, which is being improved continuously.

Although the current approach is satisfactory in providing safe drinking water, also two other options for the value of the signaling parameter are discussed, together with their advantages and disadvantages. In one option the value is lowered to 0,1 microgram per liter, both for the drinking water as for the sources. In the other option the current value of 1 microgram per liter is maintained for surface water sources, but the value for both drinking water and groundwater sources is lowered to 0,1 microgram per liter.

RIVM advises to bring into vision the feasibility of the different options (payability and practicability). Also it is advised to improve the accessibility of the information on hazardous substances in drinking water for water managers. In all options an extensive monitoring of new emerging contaminants from source to tap is important.

This technical research is part of the structural approach that the ministry of Infrastructure and the Environment currently is developing in order to improve the way the Netherlands deals with emerging contaminants.
