Samenvatting

Het RIVM heeft een 'eerste proeve' van een indicatorenset ontwikkeld die het ministerie van VWS inzicht kan geven in het functioneren van het stelsel van publieke gezondheidszorg in Nederland. Indicatoren zijn eenheden die iets zeggen over de kwaliteit van zorg. Met de indicatorenset kan worden gemeten of taken binnen de publieke gezondheidszorg worden uitgevoerd, of dat op een goede wijze gebeurt en of ze voldoende effect hebben. De 'eerste proeve' is een groslijst die in de loop van 2016 zal worden ingeperkt tot een compacte set indicatoren. De publieke gezondheidszorg is het deel van de gezondheidszorg dat erop gericht is door collectieve maatregelen de gezondheid van de bevolking of specifieke groepen te beschermen, te bevorderen en om ziekten te voorkomen. Voorbeelden van taken zijn de infectieziektebestrijding, medische milieukunde, gezondheidsbevordering, jeugdgezondheidszorg, oudergezondheidszorg en de bestrijding van rampen en crises. De taken zijn omschreven in de Wet Publieke Gezondheid. De ontwikkeling van de indicatorenset is onderdeel van een programma dat VWS en de Vereniging van Nederlandse Gemeenten (VNG) gezamenlijk uitvoeren om de publieke gezondheid ook in de toekomst goed te borgen (Stimuleringsprogramma Betrouwbare publieke gezondheid). De indicatorenset draagt eraan bij om meer inzicht te krijgen in de inzet en de effectiviteit van de publieke gezondheid.

Abstract

The National Institute for Public Health and the Environment (RIVM) has developed a 'first proof' of an indicator set designed to offer the Ministry of Health, Welfare and Sport (VWS) insight into how the Dutch public healthcare system functions. Indicators are units that provide information on the quality of healthcare. The indicator set can be used to verify fulfilment of public healthcare tasks and to assess whether this is done appropriately and to adequate effect. The 'first proof' is a longlist that will be used to select a compact indicator set over the course of 2016.

Public healthcare is the healthcare sector that aims to protect and promote the health of the general population or specific groups and to prevent disease, using collective measures. Examples of public healthcare tasks include prevention of infectious diseases, environmental medicine, health promotion, juvenile healthcare, geriatric healthcare, and disaster and crisis mitigation. These tasks are defined in the Dutch Public Health Act.

The development of the indicator set is part of a joint programme of VWS and the Association of Dutch Municipalities (VNG) that aims to define effective safeguards to ensure the reliability of public healthcare in the future. The indicator set is designed to enhance insight into the implementation and effectiveness of public healthcare resources.
