Samenvatting
In december 2003 is de Beleidsbrief Bodem naar de Tweede Kamer gezonden. In deze beleidsbrief wordt aangekondigd dat het bodembeleid wordt verbreed; de focus komt te liggen op duurzaam bodemgebruik. Met deze beleidsbrief wordt een goede aanzet gegeven, namelijk een beleid dat aansluit bij de ontwikkelingen in de Europese Unie en op trends in de maatschappij (decentralisatie, externe integratie en marktwerking). De beleidsbrief biedt evenwel onvoldoende waarborgen dat met de ingezette weg ook het doel, duurzaam bodemgebruik, behaald zal worden. Het begrip duurzaam bodemgebruik is in de Beleidsbrief Bodem niet onderbouwd met indicatoren. Eveneens ontbreekt een adequaat monitoringsysteem. Daardoor is het lastig de doelmatigheid en effectiviteit van het in de brief voorgestelde beleid te beoordelen.
Abstract
The Dutch government is currently revising its soil policy. The new Dutch soil policy is inspired by the proposed European Soil Strategy; both use a long-term holistic approach aiming at sustainable use of the soil as part of the ecosystem. The new soil policy does not prescribe indicators of sustainable soil management, nor does it set targets in terms of reference values. Also, an adequate monitoring system is not yet operational. It is therefore not possible to evaluate the long-term effectiveness of the proposed soil policy quantitatively. The new policy reflects major trends in policy and society, like decentralisation, integration and stakeholder participation
