Samenvatting

Een stagnatie van de voortgang van de bodemsaneringsoperatie wordt gesignaleerd als gevolg van langdurige procedures en de hoge kosten. In deze studie worden de private en sociale kosten en baten van bodemsanering geidentificeerd. Hieruit blijkt dat een financieel-economische analyse gebaseerd op de welvaartstheorie nuttig is: de kosten-baten analyse levert inzicht in de stagnatiefactoren van een bodemsanering. Omdat het moeilijk is kosten- en batenfactoren te kwantificeren is het belangrijk dat de factoren systematisch worden gecategoriseerd om vervolgens te bekijken in hoeverre deze factoren kwantificeerbaar zijn. Uit deze studie is gebleken dat er drie typen actoren kunnen worden onderscheiden: de eigenaar; de gebruikers en de omgeving van de locatie; en de regio. De saneringskosten worden met name bepaald door het beleid, de ernst, omvang en urgentie en door locatiespecifieke omstandigheden. Baten worden gevormd door bijvoorbeeld factoren die de gebruikswaarde van de grond beinvloeden, een 'groen' imago, afname van gezondheidsrisico's en de ontwikkeling van de regio. Veel factoren hebben een ruimtelijke component. Stagnatie vindt plaats daar waar de kosten hoger zijn dan de baten. Dit is met name het geval bij de gebruiksfuncties natuur, landbouw en kleine industrie. De overheid kan op verschillende momenten invloed uitoefenen op het bodemsaneringsproces door het inzetten van instrumenten.

Abstract

Soil decontamination is a difficult, time-consuming and expensive operation, which is stagnating because of the long (legal) procedures and the high costs involved. An indirect effect of the stagnation of soil decontamination is the stagnation of activities for which soil is an input factor. This study aims at analysing the private and social effects of decontamination of historic soil pollution and at the possible solutions for stagnation of the soil decontamination process. Economic theory is used to develop a cost-benefit framework to identify the different costs and benefits from decontamination for three groups of actors: the owner; the users of the plot and the nearby residents; and the region. Costs depend on factors like the type of contamination and the properties of the plot. The benefits of decontamination can be a "green" image for a company, value appreciation of the plot, reduction of health risks and regional economic development. Stagnation will take place where the costs are higher than the benefits, which most likely occurs for the functions nature, agriculture and small-industry plots. The government can intervene at different places in the decision process by using instruments.
