Programmatic Approach for Measuring Aircraft Noise: National Measurement Strategy. Framework and inventory of measurement systems
Samenvatting
Het RIVM, het NLR (Nederlands Lucht- en Ruimtevaartcentrum) en het KNMI hebben een nationale meetstrategie voor vliegtuiggeluid ontwikkeld. De meetstrategie richt zich op twee doelen: de huidige rekenmodellen valideren en omwonenden betrouwbare informatie geven.
De nationale meetstrategie bevat kaders voor het hele land. Op basis van deze kaders kunnen meetsystemen rondom Nederlandse luchthavens consistent worden ingericht. Op dit moment verschilt het van regio tot regio hoe vliegtuiggeluid wordt gemeten.
De kaders bevatten eisen en criteria voor de twee meetdoelen. De eisen en criteria gelden voor zowel afzonderlijke meetposten als voor de combinatie van meetposten (het meetsysteem). Voor het meetsysteem zijn handvatten bepaald over hoe de meetposten het beste rondom de luchthaven kunnen worden verspreid (de dekking van het meetsysteem).
Om de kwaliteit van meetposten te beoordelen zijn als onderdeel van de nationale meetstrategie ‘kwaliteitsindicatoren’ ontwikkeld. Hiermee kan worden beoordeeld in hoeverre een meetpost of meetsysteem voor beide meetdoelen aan de criteria voldoet. De nationale meetstrategie zal in een volgende fase op regionaal niveau worden uitgewerkt. Ter voorbereiding op de regionale uitwerkingen is de meetinfrastructuur rond de luchthavens van nationale betekenis geïnventariseerd. Vervolgens zijn de kaders van de nationale meetstrategie als pilot op het meetsysteem rond Schiphol getest. Hieruit blijkt dat de kaders de meetkwaliteit en verschillen per meetpost goed zichtbaar maken. Met de kaders kan dus worden beoordeeld of meetsystemen voor de twee doelen geschikt zijn.
De nationale meetstrategie is ontwikkeld als onderdeel van de Programmatische Aanpak voor het Meten van Vliegtuiggeluid (PAMV). Het ministerie van Infrastructuur en Waterstaat (IenW) heeft dit programma ingesteld. De overheid wil hiermee metingen en berekeningen van vliegtuiggeluid beter op elkaar afstemmen. Zo vormen ze een solide basis voor informatie aan omwonenden en voor beleidsbeslissingen.
Abstract
The Dutch National Institute of Public Health and the Environment (RIVM), the Royal Netherlands Aerospace Center (NLR) and the Royal Netherlands Meteorological Institute (KNMI) have developed a national measurement strategy for aircraft noise. The measurement strategy focuses on two main goals – validating the currently used aircraft noise models and providing local residents with reliable information.
The national measurement strategy contains a framework applicable for the whole country. Using this framework, measurement systems can be set up around Dutch airports using a consistent approach. How aircraft noise is measured differs currently from region to region.
The framework contains requirements and criteria for the two measurement goals. These requirements and criteria apply to individual measurement posts as well as combinations of measurement posts (i.e. the measurement system). Guidelines have been developed for the measurement system on how best to distribute the measurement posts in the surroundings of the airport (the so-called coverage of the measurement system).
In order to determine the quality of individual measurement posts, ‘quality indicators’ have been developed as part of the national measurement strategy. These indicators make it possible to determine how suitable a measurement post or measuring system is for carrying out measurements for both goals.
In a next phase, the national measurement strategy will be elaborated at a regional level. In preparation for the regional application of the national framework, an inventory was made of the current measurement systems around Dutch airports of national significance. The framework was then applied as a pilot for the measurement system around Schiphol airport. This pilot made it clear that the framework provides insight into the measurement quality as well as into the differences in measurement quality per measurement post. The framework therefore makes it possible to evaluate whether the measurement systems are suitable for both measurement goals.
The national measurement strategy has been developed as part of the Programmatic Approach for Measuring Aircraft Noise (PAMV). The Ministry of Infrastructure and Water Management ((I&W) has set up this program. Via this program, the Dutch government aims to better align the results of calculations and measurements of aircraft noise with each other so that they can both form a solid basis for informing local residents and making policy decisions.
