Samenvatting
Het ministerie van Infrastructuur en Waterstaat (IenW (Infrastructuur en Waterstaat)) wil het bodembeleid actualiseren. Daarom kreeg het RIVM opdracht een overzicht te maken van de kennis over de normen voor verontreinigingen in de bodem. Ook is beoordeeld of de adviezen, die het RIVM op basis van deze kennis aan IenW heeft gegeven, nog actueel zijn.
De Omgevingswet gaat per 1 januari 2024 in. De bestaande normen voor bodemverontreinigingen zijn één-op-één overgenomen in het Aanvullingsbesluit bodem van deze wet. De nieuwste wetenschappelijke kennis over chemische stoffen en de effecten van deze stoffen op mens en milieu zijn daar nog niet in verwerkt. Belangrijker was eerst in de praktijk ervaring op te doen met de nieuwe wet. Daarom zijn ook de eerdere adviezen van het RIVM nog niet opgenomen in beleid. Ondertussen heeft het RIVM deze kennis wel in rekenmodellen verwerkt. Ook heeft het voor enkele stoffen onderzocht welk effect dit heeft op de bepaling van nieuwe grenswaarden.
Op de langere termijn wil het ministerie van IenW het bodembeleid vernieuwen. Het streven is dan om de bodem niet alleen te beoordelen op verontreinigende stoffen, maar ook op het duurzaam gebruik van de bodem met het belang voor mens en milieu. Dit ‘referentiedocument’ geeft mogelijkheden voor toekomstig onderzoek naar de vernieuwing van het bodembeleid.
Abstract
The Ministry of Infrastructure and Water Management (IenW) would like to bring its soil policy up to date. To that end, it commissioned RIVM to compile an overview of existing knowledge about soil contamination standards. RIVM also assessed whether the recommendations it previously gave IenW on the basis of this knowledge were still current.
The Environment and Planning Act will enter into force on 1 January 2024. The existing soil contamination standards have been copied directly into the Supplementary Decree on Soil that accompanies this Act. The latest scientific insights into chemicals and their effects on humans and the environment have not yet been incorporated into these standards, as priority was given to gaining practical experience with the operation of the new law first. RIVM’s previous recommendations have not yet been converted into policy for the same reason. In the meantime, however, RIVM has incorporated these recommendations into models. It has also investigated the effect of a number of substances on the determination of new limit values.
IenW’s long-term vision is to renew soil policy. The future aim would not just be to assess the soil for contaminants, but also to evaluate the sustainable use of the soil with a view to the interests of humans and the environment. This ‘reference document’ offers potential for future research with regard to bringing soil policy up to date.
