Import of NORM residues
Samenvatting
In binnen- en buitenland hebben verschillende niet-nucleaire industriële sectoren, zoals de olie- en gasindustrie, te maken met materialen die van nature radioactiviteit bevatten ('NORM'). Als gevolg van de productieprocessen kunnen reststoffen ontstaan die van nature radioactiviteit bevatten ('NORM reststoffen'). 'Reststoffen' zijn in dit onderzoek gedefinieerd als materialen die nog verder verwerkt kunnen worden voor (gedeeltelijk) hergebruik. In Nederland worden NORM reststoffen ingevoerd die in het buitenland zijn ontstaan en hier worden verwerkt. Hierbij kunnen afvalstoffen ontstaan die van nature radioactiviteit bevatten ('NORM afvalstoffen'). Deze afvalstoffen kunnen niet meer worden hergebruikt en moeten als radioactieve afvalstoffen worden afgevoerd voor opslag of stort. Op verzoek van de Autoriteit Nucleaire Veiligheid en Stralingsbescherming (ANVS) heeft het RIVM de omvang en mogelijke groei van de invoer van NORM reststoffen onderzocht. Hieruit blijkt dat NORM reststoffen op dit moment op beperkte schaal worden ingevoerd voor verwerking in Nederland. Deze NORM reststoffen worden ingevoerd voor activiteiten die zijn gericht op hergebruik van goederen en producten, het schoonmaken van installatiedelen en de ontmanteling van productieplatformen. Hierbij ontstaan op kleine schaal NORM afvalstoffen die in Nederland blijven. In de toekomst zullen de invoer van NORM reststoffen en de hoeveelheid NORM afvalstoffen die na verwerking vrijkomen, mogelijk toenemen. Te denken valt aan een toename van het aantal in Nederland te ontmantelen productieplatformen van zowel Nederlandse als buitenlandse olie- en gasbedrijven. Ook de toename van het aantal geothermie installaties in binnen- en buitenland kan meer NORM reststoffen opleveren die mogelijk gedeeltelijk in Nederland verwerkt zullen worden. Tot slot kunnen door veranderingen in wet- en regelgeving in Nederland en in andere landen materiaalstromen toe- of afnemen die in Nederland als afval moeten worden beheerd.
Abstract
Inside and outside of the Netherlands, various non-nuclear industrial sectors, such as the petroleum and gas industries, deal with naturally occurring radioactive materials ('NORM'). As a result of their production processes, residues may be produced that contain or are contaminated with naturally occurring radioactive materials ('NORM residues'). In this study, 'residues' are defined as materials that can be further processed for the recovery of re-useable materials. NORM residues that have been produced outside of the Netherlands are imported into the Netherlands for further processing. This can result in the production of waste that contains naturally occurring radioactive materials ('NORM waste'). NORM waste can no longer be used and must be disposed of as radioactive waste via storage or landfills.
At the request of the Dutch Authority for Nuclear Safety and Radiation Protection (ANVS), RIVM has carried out a study into the scale of and possible increase in the quantity of NORM residues that are imported into the Netherlands. This study makes it clear that, at present, only a limited quantity of NORM residues is being imported into the Netherlands for processing. These NORM residues are being imported for activities that focus on the recycling of goods and products, the cleaning of installation components, and the dismantling of production platforms. These activities result in the small-scale production of NORM waste in the Netherlands.
In future, the import of NORM residues and the quantity of NORM waste produced in the Netherlands after processing may increase. This could, for example, be caused by an increase in the decommissioning of production platforms from Dutch as well as foreign petroleum and gas companies. The increase in the number of geothermal installations inside and outside of the Netherlands could also result in the production of more NORM residues that might, in part, be processed in the Netherlands. Finally, changes in national and international legislation and regulations could result in an increase or decrease of materials that need to be managed as waste in the Netherlands.
