Risk assessment of the emission of PFOA : Location: Dupont/Chemours, Dordrecht, The Netherlands

Samenvatting

Omwonenden van de chemiefabriek DuPont/Chemours in Dordrecht zijn jarenlang via de lucht blootgesteld aan de stof perfluoroctaanzuur (PFOA). Het is waarschijnlijk dat zij hierdoor langdurig aan hogere waarden PFOA zijn blootgesteld dan de door het RIVM vastgestelde grenswaarde voor chronische blootstelling. Voor deze overschrijding zijn meerdere scenario's doorgerekend. In het ongunstigste geval is de grenswaarde 25 jaar lang overschreden. Bij een dergelijke chronische blootstelling aan PFOA zijn gezondheidseffecten, zoals aan de lever, niet uit te sluiten. Er is geen verhoogd risico op schade voor het ongeboren kind. Uit dierproefstudies komt naar voren dat het extra risico op kanker beperkt lijkt. Concretere duidingen van mogelijke gezondheidseffecten zijn op basis van dit onderzoek niet te geven. Het RIVM heeft in deze risicobeoordeling onderzocht in hoeverre de stof PFOA tussen 1970 en 2012 uit de fabriek in Dordrecht is vrijgekomen in het milieu en welke mogelijke gezondheidseffecten dat heeft gehad voor omwonenden. Hiervoor is gekeken naar de verspreiding in lucht en drinkwater. Rond de fabriek is geen sprake van een verhoogde blootstelling van omwonenden aan PFOA via drinkwater. PFOA is tot 2012 gebruikt voor de productie van teflon. In 2013 is de stof in Europa op de lijst van Zeer Zorgwekkende Stoffen geplaatst, omdat de stof moeilijk afbreekbaar is (persistent), bio-accumulerend, schadelijk voor de voortplanting en mogelijk kankerverwekkend. De RIVM-grenswaarde houdt rekening met de 'stapeling' van PFOA in het lichaam en een langdurige blootstelling. Deze grenswaarde is daardoor bruikbaar om de risico's van de blootstelling sinds 1970 te beoordelen. Bij een langdurige blootstelling onder het niveau van de RIVM- grenswaarde voor chronische blootstelling, worden geen negatieve effecten op de gezondheid verwacht. Boven de grenswaarde is er een risico op gezondheidseffecten. Vanaf 2002 wordt op basis van de analyse de RIVM-grenswaarde niet meer overschreden. Op basis van de risicobeoordeling worden aanbevelingen gedaan voor aanvullend onderzoek, waarmee kan worden bepaald of een gezondheidsonderzoek onder omwonenden zinvol is. Mogelijke gezondheidseffecten bij werknemers vallen buiten het bereik van dit onderzoek. Op basis van de resultaten van dit onderzoek is nader onderzoek naar de risico's voor werknemers gewenst. Het RIVM heeft dit onderzoek uitgevoerd op verzoek van het ministerie van Infrastructuur en Milieu (IenM) na Tweede Kamervragen. Deze waren ingegeven door aandacht voor diverse Amerikaanse onderzoeken over gezondheidseffecten in relatie tot de PFOA-emissie door een fabriek van DuPont in de Verenigde Staten. Daar was de blootstelling aan PFOA via drinkwater en lucht hoger dan in Dordrecht.

Abstract

People living in the direct neighborhood of the Dupont/Chemours factory in Dordrecht have been exposed to perfluorooctanoic acid (PFOA) by air for many years. It is likely that they have been chronically exposed to higher values of PFOA than the limit value for chronic exposure derived by RIVM. Several scenarios for emission were used to estimate the exposure period above the limit value. In the most unfavourable case, the limit value was exceeded for 25 years. At such a level of chronic exposure to PFOA, health effects, such as on the liver, cannot be excluded. The risk assessment did not indicate risks to the unborn child. The additional cancer risk seems to be limited.

RIVM made a risk assessment of the emission of PFOA from the factory in Dordrecht between the years 1970 and 2012 and possible health effects for people living in the neighborhood of the factory. This was based on an estimation of the distribution of PFOA in air and drinking water. PFOA levels were not elevated in drinking water for the population in the neighborhood of the factory. PFOA was used up to 2012 for the production of Teflon. In 2013, PFOA was placed on the European candidate list for Substances of Very High Concern (SVHC) because the substances is persistent, bioaccumulative, toxic for reproduction and may cause cancer. The RIVM limit value takes the accumulation of PFOA in the human body and long-term exposure into account, making it suitable for a risk assessment for exposure since the year 1970.

No negative health effects are expected for long term exposure below the level of the RIVM limit value for chronic exposure. At levels above the RIVM limit value, a risk for health effects exists. This study indicates that the RIVM limit value was not exceeded anymore after the year 2002. Based on the risk assessment, further research is recommended to decide if additional health research of the population surrounding the factory is indicated.

Possible health effects of PFOA by workers of this factory were outside the scope of the present assessment. Based on the results of this study, additional research into risks for workers is indicated.

RIVM has performed this research by request of the ministry of Infrastructure and the Environment (IenM) after questions in parliament. These were triggered by various studies on the health effects related to PFOA emission by a factory in the United States, where exposure to PFOA via drinking water and air was higher than in the case of the Dordrecht factory.
