Samenvatting

Overheden werken momenteel aan een samenhangend digitaal stelsel dat informatie bevat die nodig is voor procedures van de Omgevingswet, zoals vergunningverlening en planvorming. Met dit stelsel verbetert de beschikbaarheid, bruikbaarheid en betrouwbaarheid van de gegevens. In het digitaal stelsel worden gegevens over tien domeinen via één loket ontsloten. Het gaat om: lucht, water, geluid, natuur, externe veiligheid, ruimte, bouw, cultureel erfgoed, bodem en afval. Voor elk domein wordt de benodigde informatie georganiseerd in 'informatiehuizen'. Om een gedetailleerder beeld te krijgen van de gegevens die de informatiehuizen gaan leveren, de kwaliteit van deze gegevens en mogelijke ontwikkelstappen, zijn analyses uitgevoerd door deskundigen uit de tien domeinen. Op basis van deze analyses heeft het RIVM thema's (de 'rode draden') benoemd die van belang zijn voor de doorontwikkeling van de informatiehuizen in de komende jaren. De thema's en aanbevelingen ondersteunen de beleidsvorming over de manier waarop de informatiehuizen zich de komende jaren zullen ontwikkelen. Het RIVM concludeert onder meer dat elk informatiehuis specifieke kenmerken heeft en hierdoor zijn eigen ontwikkelingstempo moet hebben. Dit komt bijvoorbeeld doordat de organisaties die de informatie aanleveren verschillen en met diverse soorten informatie werken. Tegelijkertijd is het van belang dat de informatiehuizen in gezamenlijkheid toegroeien naar één samenhangend stelsel van informatievoorziening. Verder wordt aanbevolen om met praktijkcasussen te toetsen hoe de informatiestroom tussen de huizen in zijn werk gaat. Een ander belangrijk punt is de manier waarop de vraag van de gebruiker wordt opgeknipt in thematische deelvragen die bij de betrokken informatiehuizen horen. En hoe die informatie vervolgens weer wordt samengevoegd tot een antwoord voor de gebruiker. Om dat proces goed te laten verlopen is het belangrijk spelregels te ontwikkelen. Voor alle rode draden wordt geadviseerd om ze in samenhang met elkaar uit te werken.

Abstract

Dutch government authorities are currently working on an integrated digital system that contains all the information required for the procedures associated with the Dutch Environment and Planning Act (Omgevingswet), such as the issuing of permits and the development of plans. The new digital system will improve the availability, usability and reliability of the relevant data. It will provide 'one stop access' to information in ten domains: air, water, noise, nature, external safety, spatial planning, construction, cultural heritage, soil, and waste management. The required information is organized into so-called 'information houses' for each domain.

In order to obtain a more detailed picture of the data to be contained in these information houses, the quality of the information and the development steps that may need to be taken, analyses have been performed by experts in each of the ten domains. RIVM has used the findings to identify a number of themes that are essential to the further development of the information houses in the coming years. These themes and the associated recommendations will support policy-making on the development of the information houses.

Among other things, RIVM has concluded that each information house has its own specific characteristics and must therefore develop at its own pace. This is caused by the fact that different organizations may supply various types of information. At the same time, the information houses must gradually develop into an integrated information provision system. RIVM also recommends conducting case studies to analyze the flow of information between the information houses. Consideration must also be given to the way in which user requests are broken down into a number of separate theme-based queries that are associated with each information house, and how the relevant information can subsequently be integrated into a single answer provided to the user. It is important to develop procedures that enable this process to be conducted as efficiently as possible. RIVM has recommended developing the themes in conjunction with each other.
