Samenvatting

Concentraties gedaald, lokale overschrijdingen blijven In het grootste deel van Nederland liggen de berekende concentraties fijn stof en stikstofdioxide onder de Europese normen. De norm voor stikstofdioxide wordt nog overschreden in een aantal drukke straten in stadscentra, vooral in Amsterdam en Rotterdam. In 2015 moest Nederland voor het eerst voldoen aan de norm voor stikstofdioxide, en dat is dus niet overal gehaald. De gemiddelde concentraties stikstofdioxide dalen wel, en die trend zal naar verwachting tot 2020 doorzetten. De norm voor fijn stof wordt in 13 van de 390 gemeenten overschreden. Vooral in gebieden met intensieve veehouderij of industrie zijn de concentraties te hoog. De gemiddelde concentraties fijn stof zijn in 2015 gedaald, maar deze daling lijkt de komende jaren te stagneren. Nederland had halverwege 2011 al overal aan de norm voor fijn stof moeten voldoen. Dit blijkt uit de monitoring van het Nationaal Samenwerkingsprogramma Luchtkwaliteit (NSL). De NSL-monitoringsrapportage brengt de luchtvervuilende stoffen fijn stof en stikstofdioxide in beeld waaraan de bevolking wordt blootgesteld. Lagere concentraties van deze stoffen verbeteren de volksgezondheid, ook wanneer ze al onder de Europese grenswaarden liggen. Het NSL is van kracht sinds 1 augustus 2009 en loopt tot 1 januari 2017. Het voornemen is om het NSL te verlengen tot de Omgevingswet ingaat. Onzekerheden en risico's Verantwoordelijke overheden leveren invoergegevens aan die de basis vormen van de berekeningen voor het NSL. De kwaliteit van de invoergegevens is de laatste jaren sterk verbeterd. Aandacht voor de kwaliteit blijft van belang om een betrouwbaar beeld te kunnen geven van de luchtkwaliteit. De concentraties stikstofdioxide en fijn stof liggen op veel locaties dicht bij de grenswaarde. Hierdoor is het aantal overschrijdingen gevoelig voor onzekerheden in de berekeningen. Geringe stijgingen van de concentraties kunnen het aantal overschrijdingen sterk beïnvloeden.

Abstract

Concentrations have decreased, limit values still exceeded locally
The calculated concentrations for nitrogen dioxide and particulate matter are below the EU limit values in most parts of the Netherlands. In 2015 The Netherlands had to meet the nitrogen dioxide limit value for the first year. Exceedances of the limit value still exist at several busy roads in city centers, particularly in Amsterdam and Rotterdam. The averaged concentrations are declining and are expected to decline further in the near future.

In 13 of the 390 municipalities in the Netherlands calculated concen-trations of particulate matter exceed the limit values. The concentrations are mainly too high in industrial areas and regions characterized by intensive livestock farming. The averaged concentrations are declining but this decline appears to be stagnating in the coming years. The particulate matter limit values had to be met since mid-2011.

The above is derived from the monitoring of the National Air Quality Cooperation Programme (NSL). The monitoring observes the levels of air pollutants particulate matter and nitrogen dioxide to which the Dutch population is exposed. Lower concentrations of these pollutants improve public health, even by concentrations below the European limit values.

The NSL has been started in 2009 and currently ends January 1st 2017. The intention is to extend the NSL until the start of the Environment and Planning Act.

Uncertainties and risks
The quality of the underlying data has improved substantially over the past few years. These data are supplied by the responsible (local) authorities and form the basis of the air quality calculations of the NSL. Continuing attention must be devoted to data quality in order to obtain a reliable and accurate picture of air quality.

At many locations, the concentrations of both PM10 and NO2 are very close to the applicable limit values. Consequently, there will be a large increase in the number of exceedances should one or more of the working assumptions become less favourable. Small increases in concentration levels may have a significant effect on the number of exceedances.
