Samenvatting

Fabrikanten voegen additieven aan tabaksproducten toe om het product te verbeteren. Additieven worden meestal gebruikt als smaakstof. Daarnaast kunnen ze de conditie van het product verbeteren (zoals de vochtigheidsgraad en de houdbaarheid) en het product een eigen karakter geven. Additieven kunnen echter ook schadelijk zijn voor de gezondheid. Ze maken het tabaksproduct, dat giftig en verslavend is, namelijk aantrekkelijker om te consumeren. Bovendien kunnen verbrandingsproducten van additieven zelf giftig zijn, of verslavend. Tabaksfabrikanten gebruiken in totaal 673 verschillende soorten additieven in tabaksproducten. Uit onderzoek van het RIVM blijkt dat er per productsoort een stijging is te zien in het totaal aantal verschillende additieven; dit geldt vooral voor sigaren en pijptabak. Daarnaast blijkt dat voor sommige sigaren dezelfde additieven worden gebruikt als voor sigaretten, met als doel om van sigaren een aantrekkelijker product te maken. In landen zoals de VS, Duitsland en China nemen deze zogenaamde "little cigars" in populariteit toe. Verder blijkt dat de samenstelling van additieven in sigaretten binnen een merk door de jaren heen niet zoveel verandert. Wel verschilt de samenstelling van additieven tussen grote fabrikanten en kleine fabrikanten. De bevochtiger propyleenglycol bijvoorbeeld wordt door kleine en grote fabrikanten in verschillende hoeveelheden toegevoegd. De meest gebruikte additieven zijn smaakstoffen, zoals vanille en cacao, gevolgd door bevochtigers. Tabaksfabrikanten (en -importeurs) zijn wettelijk verplicht ieder jaar voor elk tabaksproduct alle additieven op te geven, inclusief de hoeveelheden, functies en gezondheidseffecten. Voor zover bekend heeft het RIVM als eerste een trendanalyse van tabaksproducten over de jaren 2010 tot en met 2013 uitgevoerd. Hiervoor is een methode ontwikkeld om de grote hoeveelheid data te kunnen verwerken. Voor dit onderzoek is de samenstelling van additieven tussen productsoorten, zoals sigaar en sigaret, vooralsnog alleen vergeleken tussentabaksproducten die in 2013 op de Nederlandse markt waren. In de toekomst is dat voor meerdere jaren mogelijk.

Abstract

Tobacco product manufacturers use tobacco additives for product improvement. Additives are mostly added as flavors. Other purposes are to optimize the product's conditions, such as humidity, or to distinguish the product from competitors on the market. Additives may also induce adverse health effects, since increased attractiveness may stimulate consumption of the highly toxic and addictive tobacco products. Moreover, upon burning tobacco, some additives are transformed into toxic or even addictive combustion products.

A total of 673 different types of additives are used by manufacturers in their tobacco products. Research by RIVM shows an increase in the number of additives used per tobacco product type over the years; in particular, manufacturers have increased the number of additives in cigars and pipe tobacco. Some cigars contain additives similar to those used in cigarettes. Additionally, in most cases, these cigars have cigarette-like characteristics, such as low tobacco weight and filters. Increase in attractiveness may be the reason of little cigars and cigarillo's gaining worldwide popularity.

The additive composition of cigarettes does not change much over the years. However, additive composition is different between small and large cigarette manufacturers. The humectant propylene glycol, for example, is added by small and large manufacturers in different amounts. The most commonly used additives are flavors, such as vanilla and cocoa, followed by humectants.

The Dutch law requires tobacco manufacturers (and importers) to submit for each tobacco product all additives, including the quantities, functions and health effects, on a yearly basis. This report is the result of a multiannual analysis of data reported in the years 2010-2013 and allows RIVM to show trends in the use of additives in various products and product types, such as cigarettes and cigars.
