Samenvatting
Binnen de huidige geluidszone van de luchtmachtbasis Leeuwarden is het stationeren van de JSF redelijkerwijs mogelijk, op grond van de huidige inzichten. Er blijft nog wel onzekerheid over de precieze geluidbelasting. Een goed geluidmeetprogramma zal in de praktijk meer duidelijkheid kunnen bieden en kan het vliegen binnen de geluidszone waarborgen. Dat is de belangrijkste conclusie van de second opinion over onderzoek van het Nationaal Lucht- en Ruimtevaartlaboratorium (NLR). De second opinion is uitgevoerd door het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) in opdracht van de provincie Fryslân en het ministerie van Defensie. Het RIVM heeft verhelderd dat de geluidsmetingen aan de JSF bij de luchthaven Edwards (VS, 2008) tot nu toe de best beschikbare geluidsmetingen zijn. Andere betrouwbare metingen zijn er wereldwijd niet. De berekeningen over hoe goed de JSF binnen de geluidszone past, zijn door het NLR goed uitgevoerd. Bij analyse van de geluidmetingen bij Edwards zijn er echter nog enkele onzekerheden. Het weer bij die metingen was namelijk heel anders dan gemiddeld in Nederland. Dit bemoeilijkt de precieze vertaling van die metingen naar de Nederlandse situatie. Meer zekerheid kan worden bereikt met aanvullende metingen. Dat is - zeker op korte termijn - echter moeilijk te realiseren. Het is beter om in de praktijk bij de vliegbasis Leeuwarden de geluidbelasting te bewaken met een goed geluidmeetprogramma.
Abstract
Under the current available knowledge, the stationing of the JSF at Leeuwarden Airforce Base seems possible within the current noise zone. However, uncertainty remains as to the exact noise levels that will be caused by the JSF. In practice, these could be clarified by a good measurement program, that could also insure noise levels to comply with the noise zone These are the main conclusions of a second opinion of a previous noise research conducted by the Dutch National Aerospace Laboratory (NLR). The second opinion was conducted by the National Institute for Public Health and Environment (RIVM) and was commissioned by the Province of Fryslân and the Dutch Ministry of Defense.
The second opinion by RIVM has clarified that the noise measurements on the JSF conducted at Edwards Air Force Base (U.S., 2008) currently provide the best available noise data. Other appropriate noise measurements on the JSF are not available. The calculation and evaluation by the NLR of the noise contour, to be fit within the noise zone of Leeuwarden, has been conducted properly.
However, as to the analysis of the noise measurements at Edwards Air Force Base by NLR, there are still uncertainties.The weather during these measurements was quite different from average conditions in the Netherlands. This has complicated the conversion of the Edwards measurements into comparable data for the Dutch situation.
ore certainty could be achieved with additional measurements. However, within the short term, these are difficult to achieve. As an alternative, it seems appropriate to set up an adequate noise measurement program at Leeuwarden Air Force Base, as to serve monitoring and securing of noise levels that will emerge from the JSF in the Netherlands.
