Samenvatting

Sinds 2006 zijn werknemers een expliciete doelgroep van de activiteiten van het Centrum Infectieziektebestrijding (CIb) van het RIVM. Dit komt voort uit het project 'Infectieziektebestrijding en Werknemersgezondheid', dat het CIb sinds 2006 in opdracht van het ministerie van Sociale Zaken en Werkgelegenheid (SZW) uitvoert. Het doel daarvan is de gezondheid van de werknemer, en daarmee van de bevolking in zijn geheel, te verbeteren. Uit het project zijn veel maatregelen voortgevloeid. Zo is een arboprofessional toegevoegd aan het team van deskundigen dat bijeenkomt bij een uitbraak van een infectieziekte, het Outbreak Management Team (OMT). Bij de uitbraak van de Nieuwe Influenza A (H1N1) en de toename van het aantal Q-koorts patiƫnten heeft deze arboprofessional ervoor gezorgd dat arbeidsomstandigheden onderdeel werden van het advies aan de regering. Daarnaast is het Arbo Management Team (AMT) opgericht. Dit team bekijkt wie geschikt is om aan het OMT deel te nemen en adviseert deze arboprofessional. Verder is een communicatiesysteem, een soort nieuwsbrief, opgezet voor arboprofessionals met actuele informatie over Nieuwe Influenza A (H1N1) en Q-koorts: Arbo-Inf@ct. Ook zijn specifieke arboparagrafen opgenomen in de Richtlijn Infectieziektebestrijding van het CIb en is er aandacht voor werknemers in het zogeheten signaleringsoverleg van het CIb. Dit overleg signaleert of landelijke dreigingen van infectieziekten zich voordoen en informeert de overheid hierover. Daarnaast is er aandacht voor werknemers in het voorlichtingsmateriaal (toolkits) van het RIVM voor de GGD'en, bedrijfsartsen en anderen die zich met gezondheidsvoorlichting bezighouden. Tot slot is de vragenlijst van het registratiesysteem van meldingsplichtige infectieziekten Osiris uitgebreid met drie arbeidsrelevante vragen.

Abstract

Since 2006 employees are a focus group in the project 'Infectious disease control and occupational health' by order of the Ministry of Social Affairs and Employment (SZW) and carried out by the Center for Infectious Disease Control and Prevention (CIb) from the National Institute for Public Health and the Environment (RIVM). The aim of this project is to improve occupational health and, as a result, public health in general.
The following measures stem from this project. An occupational health professional was assigned to the national outbreak management team (OMT) during the swine flu pandemic and the Q-fever outbreak. This occupational health professional ensured that working conditions were included in the recommendations to the government. Also, an occupational health management team (AMT) was set up to appoint and coach the professional that participates in the OMT meetings.
Arbo-Inf@ct, a communication platform, was set up to provide occupational health professionals with the latest information relating to the outbreaks of swine flu and Q fever. The CIb infectious disease control protocols were extended with paragraphs on occupational health aspects. In the CIb's weekly early warning and response meeting, specific attention to the interests of employees was promoted. The aim of this meeting is to recognize potential threats to the public health at an early stage and to inform the government when needed. Subjects related to occupational health are now represented in the RIVM health education tools intended for Public Health Services (GGD), professionals and others who are involved in public health information. Finally, occupational health-related questions were added to the questionnaire of the Osiris infectious diseases registration system.
