Samenvatting

Geneesmiddelen die in Europa gemaakt en gebruikt worden, moeten voldoen aan de wettelijke eisen van de Europese Farmacopee. Als een dergelijk wetboek zou ontbreken, zou de regelgeving over de toelating en productie van geneesmiddelen onduidelijk worden, met mogelijke risico's voor de volksgezondheid als gevolg. Het wettelijke karakter zorgt er namelijk voor dat de kwaliteit van geneesmiddelen in al deze landen gelijkwaardig en uitwisselbaar is. De Europese Farmacopee maakt het hierdoor makkelijker dat goede geneesmiddelen voor mens en dier beschikbaar zijn. Dit blijkt uit onderzoek van het RIVM, dat in opdracht van Inspectie voor de Gezondheidszorg (IGZ) het belang van de wettelijke standaard heeft beschreven. Voor het onderzoek zijn Nederlandse experts ondervraagd die een bijdrage leveren aan de Europese Farmacopee. Zij zijn afkomstig van onder meer de (semi-)overheid en de farmaceutische industrie. Zij vinden het belangrijk dat Nederland actief bijdraagt aan het ontwikkelen en in stand houden van de Europese Farmacopee. Op deze manier laat Nederland zijn stem horen en kan het ervaringen met andere geneesmiddelenproducerende landen uitwisselen. Ook vinden de experts het van grote waarde dat de Europese Farmacopee als openbare regelgeving om geneesmiddelen te bereiden, blijft bestaan.

Abstract

All medicines produced and used in Europe must comply with the legal requirements imposed by the European Pharmacopoeia. If such a law book should cease to exist, then the laws for the admission and manufacture of medicines would become unclear, with possible risks to public health as an outcome. The legal nature of these requirements ensures that the quality of medicines is comparable and interchangeable throughout Europe. Consequently, the European Pharmacopoeia facilitates the accessibility of high-quality medicines to Europeans and their animals. This is a conclusion drawn from an RIVM study carried out on behalf of the Dutch Health Care Inspectorate (IGZ), which describes the importance of this legal standard.
Dutch experts who contribute to the European Pharmacopoeia were interviewed for this study. These experts were mainly representatives from (semi-)governmental organisations and the pharmaceutical industry. They consider it important that the Netherlands actively contributes to the development and maintenance of the European Pharmacopoeia. In this way, the Netherlands can voice its opinion and exchange experiences with other medicine-producing countries. The experts consider it extremely important that the European Pharmacopoeia continues to be a public regulator for the manufacture of medicines.
