Samenvatting

De kwaliteit van het Nederlandse oppervlaktewater voldoet nog niet aan de voorschriften van de Europese Kaderrichtlijn Water (KRW). De totale toxiciteit van het water is op veel locaties te hoog. In het kader van de Ex-ante-evaluatie Kaderrichtlijn Water heeft het RIVM de risico's van toxische stoffen in beeld gebracht. Hiervoor is een overzicht gemaakt van normstelling, normoverschrijding en effecten op ecosystemen in water. Daarnaast geeft het rapport een overzicht van de maatregelen die de waterschappen en Rijkswaterstaat hebben voorgesteld om de chemische waterkwaliteitsdoelstellingen te halen. De kosten van deze maatregelen worden indicatief geschat op 600 miljoen euro. Hoewel de waterkwaliteit de afgelopen decennia sterk is verbeterd, worden de waterkwaliteitsdoelen voor een groot aantal metalen, PAK's en bestrijdingsmiddelen in de Nederlandse wateren nog niet gehaald. De totale toxiciteit is op bijna 40% van de meetlocaties zo hoog dat de algemene doelstelling van het beleid niet wordt gehaald. Op deze locaties wordt namelijk minder dan 95% van de potentieel aanwezige soorten in een ecosysteem beschermd. Op een aantal locaties (182) is de totale toxiciteit zodanig dat plant- en diersoorten mogelijk verloren kunnen gaan. Aanvullend ecologisch onderzoek naar het functioneren van het aquatisch ecosysteem op deze locaties is gewenst. Naast koper en zink draagt een groot aantal andere stoffen bij aan de totale toxiciteit van het oppervlaktewater. Aangezien meestal een beperkt aantal stoffen is gemeten, zal de werkelijke toxiciteit van het oppervlaktewater veelal hoger zijn.

Abstract

The current quality of Dutch surface waters does not meet the criteria of the Water Framework Directive. The total toxicity of the surface water is too high at many locations.
Within the scope of the 'Ex ante evaluation Water Framework Directive', RIVM has reviewed the risks of toxic substances in the Dutch surface waters, including the derivation of water quality standards, the exceedence of such standards and the potential effects of toxic substances on aquatic ecosystems. The report also provides an overview of the measures proposed by the Ministry of Waterways and Public Works and local Water Boards to reach the prescribed water quality standards. The total (investment) costs are estimated to be 600 million euro.
Water quality has improved significantly during the last decades, but the quality criteria for a large number of metals, polycyclic aromatic hydrocarbons and pesticides have not yet been met. The total toxicity at nearly 40% of the sampling sites is so high that the general objective of Dutch governmental policy has not been reached. As a result, less than 95% of the species potentially able to inhabit the ecosystem are not protected against toxic substances at these sites. At a number of sites (182) the total toxicity is so high that there may be a potential loss in both plant and animal species. Additional ecological research on the functioning of the aquatic ecosystem is advisable at these sites.
Both copper and zinc as well as a large number of other substances contribute to the total toxicity of the surface water. As only a limited number of substances have been measured in most samples, the actual toxicity of the surface waters will be higher in most cases.
