Samenvatting
Het RIVM heeft een toolbox ontwikkeld waarmee gemeenten zelf normen mogen onderbouwen voor de kwaliteit van bodem en bagger die bedoeld is voor hergebruik. Voortkomend uit het Besluit bodemkwaliteit mag het lokaal bevoegde gezag sinds 1 juli 2008 hierin afwijken van het nationale beleid. De toolbox, www.risicotoolboxbodem.nl, is sinds juli 2008 operationeel. Met dit bijbehorende rapport kunnen de invoerparameters worden bepaald en de resultaten van de Risicotoolbox Bodem (RTB) geonterpreteerd. Het eerste deel is een handleiding met praktisch bruikbare informatie over het gebruik van de RTB aan de hand van de te doorlopen. Vervolgens bevat het rapport achtergrondinformatie en enkele praktijkvoorbeelden om een indruk te krijgen van de toepassing van de toolbox. Het rapport is opgesteld in nauwe samenwerking met Bodem+ en Alterra. Abstract
The Risk Toolbox (RTB) provides the technical support for local Dutch authorities when confronted with soil contamination under the new regulation Besluit bodemkwaliteit which came into force in 2008. More information on the contents and effects of the new regulation can be found elsewhere (see: Informatiepunt Leefomgeving.)
For those interested in the judgment of soil quality and soil pollution in the Dutch context, this report provides an introduction to the RTB for soil quality assessment and management. Practical information on the use of the toolbox and on the interpretation of its outcomes is presented, followed by the sequence of steps that need to be made in practice. Background information on the meaning of the risk concepts used is provided to enable appropriate formulation of local soil management strategies. Due to the sequential presentation, the report is in part a user's and a reference manual (chapters 2 and 3, respectively), and partly a practice-oriented illustration of the use and outcomes (case studies in chapter 4).
